Job Description

Responsibilities Ensure preconstruction services are delivered in accordance with the company’s standard operating procedures.

Ensure that preconstruction and estimating costs are invoiced and collected.

Project Acquisition Assist the project team in developing responses to RFPs that require estimates and preconstruction services proposals.

Form and maintain relationships with clients, architectural and engineering firms, and subcontractors to help acquire new leads.

Training Participate in the training process as a subject‑matter expert.

Mentor and train estimators and operations personnel in the processes of estimating and preconstruction.

Preconstruction Services During the preconstruction phase, implement the Preconstruction SOPs and general management processes.

Develop a team approach with owners, architects, engineers, consultants, and subcontractors.

Prepare and maintain a project directory of stakeholders.

Define and establish team member responsibilities, communication, and administrative procedures.

Conduct preconstruction progress meetings and prepare/distribute minutes.

Prepare preconstruction status reports for owners/architects.

Scheduling Assist general superintendents and the scheduling department with the preparation of preliminary project schedules.

Prepare preconstruction schedules (design activities, estimate activities, GMP preparation, permitting activities, etc.) with assistance from the scheduling department.

Prepare preliminary material procurement logs indicating long‑lead items and shop drawing durations.

Establish design deliverable schedules.

Prepare GMP exhibits relating to scheduling.

Construction Planning Assist in the preparation of logistics/construction sequencing plans, safety pre‑planning, quality assurance/quality control plans, and temporary waterproofing plans.

Prepare GMP exhibits relating to construction planning.

Managing preconstruction budget/costs Prepare and negotiate preconstruction agreements.

Prepare preconstruction invoices/billings.

Prepare, manage, and control preconstruction budgets.

Transition to construction team Organize and lead the transition meeting between the operations team and the estimating/preconstruction team.

Hold follow‑up meetings to gather feedback on what was done right and what was wrong during preconstruction.

Ensure that the profitability plan is communicated at the turnover meeting.

Lessons learned/historical database Create and maintain a database of lessons learned for specific projects.

Assist with the preparation of budgeted versus actual cost summaries for historical records.

Prepare a process for collecting lessons learned, subcontractor scorecards, and historical cost data after project completion.

Review owner change orders for lessons learned.

Estimating Fully responsible for producing all estimates required for project assignments.

Prepare all general conditions estimates and staffing schedules.

Prepare cost category matrix and qualifications/assumptions.

Responsible for preparation of GMP proposal documents.

Implement all estimating SOPs in the preparation of all estimates.

Attend department meetings as required and report on assignments.

Attend training classes as required.

Qualifications Four‑year college degree with a minimum of 10 years of general contracting experience spread between project management and estimating roles, or equivalent preconstruction training.

Leading management role on at least one project over 300 500 k sq ft or $50 million.

Understanding of current market pricing in active work sectors.

Understanding of the major cost influences for different project types and conditions.

Presentation and proposal skills.

Understanding of standard GMP and LS AIA contracts.

Compensation The expected salary range for this position (Vice President, Preconstruction) in USVI is between $233,474 and $329,783 USD.

This represents the typical salary range for this position and is just one component of Suffolk’s total compensation package.
