MOREHEAD CITY (2024 pop. 9,963), located on North Carolina’s renowned Crystal Coast, enticing residents and visitors with its local charm and vibrant business community, is seeking its next CITY MANAGER .

Morehead City is the largest incorporated city in Carteret County with over 16,625 residents within the city limits and extraterritorial jurisdiction (ETJ) and encompassing 16.85 square miles of land area.

Morehead City operates under the Council-Manager form of government.

The City Council is composed of the Mayor and five Council members.

The Mayor and Council appoint the City Manager, City Attorney, and Tax Collector.

Morehead City provides a range of services for the community and the annual influx of visitors.

The City has a current operating budget of $41.7 million, and is comprised of 199 full‑time employees, and 64 part‑time/seasonal employees.

The City Manager will perform complex administrative and professional work as the chief administrative officer of the City and will work in accordance with all duties as prescribed by the Morehead City Charter, City Ordinances, Resolutions, directives of City Council, and by the provisions of NCGS 106A‑148 sections (1) through (8).

The City Manager job responsibilities include, but are not limited to

Implement all City policies, resolutions, and ordinances adopted by the City Council.

Facilitate annual strategic planning with Council; implement, maintain and update strategic plans as approved by City Council.

Prepare and present the City’s Capital Improvement Plan annually; implement Capital Improvement Projects as approved by City Council.

Prepare a balanced annual budget and recommend the budget ordinance to City Council.

Responsible for the oversight of City Departments ensuring operations are within the budget parameters, implementing the approved capital improvement plan, and performing as necessary to carry out City Council’s strategic goals.

Manages and executes centralized administrative operations across all City Departments to include Fire & EMS, Finance, Human Resources, Planning & Development, Police, Public Services, and Recreation & Cultural.

Directly oversees the Administration Department, comprised of the City Clerk, Deputy City Clerk, Special Events Officer and Public Information Officer; and works in coordination with the City’s two (2) assistant city managers with supervision of leadership staff.

Responsible for the administration and direction of the City’s Classification and Compensation plan.

Coordinates with the City Attorney on matters for legal review, policy development, and risk mitigation efforts.

Provides oversight for all communications and facilitates the license and lease agreements between the City and outside parties.

Communicates effectively and works closely with community stakeholders including but not limited to Counties, Cities, businesses, residents, and local, state, and federal representatives and agencies to establish positive and successful relationships.

Administers all City Council meetings at the direction of the City Council.

Recommends to City Council such measures and policies deemed necessary or expedient to City business; conducts investigations, studies, and provides reports concerning City affairs.

Provides consistent communication to City Council on the current financial condition of the City and its future needs; routinely performs other financial and fiscal control measures as required to maintain sound fiscal management of the City’s annual budget.

Ensures that the City is compliant with all Federal and State Laws, the North Carolina General Statutes, and City Ordinances.

Oversees and provides direction for staff supervision including but not limited to hiring, termination, corrective actions, discipline procedures, evaluations, and employee training.

Oversees implementation and management of all City and City sponsored community projects, activities, and events.

Effectively communicates with citizens and residents of Morehead City on matters of importance that impact the City; promoting engagement with citizens as well as listening to citizen concerns and ideas.

Supports City Council in identifying strategic goals and ensures the City stays aligned by partnering with the City’s leadership team to plan, develop, and execute those goals.

Provides the City Council with objective analysis of City concerns that consider organizational resources and capacity as well as fiscal implications and emerging practices when presenting creative options and recommendations to support City Council’s strategic goals.

Provides broad policy and general guidance and direction to City Leadership staff removing obstacles that impeded their ability to advance the City’s strategic goals; bridging communication between City Council and City Leadership; channels information and messaging as appropriate gaining buy‑in and support to accomplish City Council objectives and goals.

Actively seeks input from Leadership staff on impactful decisions; incorporates staff ideas where appropriate while recognizing City accomplishments; addresses areas of conflict and provides resolutions to assist the City in moving forward with goals and objectives.

The ideal candidate will have

Significant knowledge of North Carolina General Statutes, Local, and State Laws related to Zoning, Code Enforcement, Government Financial Practices, Water Utility Infrastructure, Stormwater Mitigations, Human Resources practices, Public Safety and Emergency Management, Capital Project Planning, Economic Development, and Disaster Recovery.

Specific knowledge with visionary ideas to expand economic development in a manner to diversify outside of tourism to keep the City viable.

The ability to conduct themselves in a fiscally responsible and ethical manner.

A bachelor’s degree from an accredited College or University in Business Administration, Public Administration, or a closely related field, and a minimum of seven years of professional experience, five of which shall be in local government at the Department Head, Assistant City Manager, Deputy City Manager, or similar level of leadership responsibilities.

Any equivalent combination of education and experience that provides the required knowledge and skills will be considered.

Special requirements include obtaining residency within Morehead City limits within three (3) months of appointment and a valid North Carolina Driver’s License.
