Chief Operating Officer – Mental Health Administrator 6 Job Description As the Central Ohio Behavioral Healthcare Chief Operating Officer, you will be responsible for the overall operational performance and strategic guidance of the Central Ohio Behavioral Healthcare campus and associated units.
Your duties will include coordinating all operational services, managing budgets, ensuring regulatory compliance, and leading the organization’s capital planning efforts.
Responsibilities Plan, direct, and coordinate all operational, maintenance, and environmental services functions and programs.
Develop organizational goals and objectives for supervised departments to ensure compliance with the Joint Commission, Ohio Department of Behavioral Health, and other accrediting agencies.
Serve as liaison with Ohio DBH Capital Office regarding COBH capital projects, working with hospital staff, contractors, and central office to plan, implement, and review capital projects.
Formulate and implement fiscal plans and procedures to maximize resource utilization, and develop, implement, and monitor internal audit controls.
Assist with developing and monitoring hospital department budgets, provide monthly department or unit utilization reports, and formulate and project COBH’s budget for Central Office approval; prepare reports on budget usage, fiscal management of cost centers, and ensure compliance with State and Federal statutes and regulations.
Formulate and implement departmental policies and procedures.
Participate as a member of the Hospital Governing Body and Executive Committee, reviewing and approving policies, procedures, goals, and objectives for all operations; administer hospital operations, including safety programs and research on applicable laws and rules.
Develop essential criteria to meet principal planning and operating functions of the hospital, ensuring compliance with federal, state, and local regulations and accreditation standards.
Participate in the planning and development of short- and long-range capital plans, addressing rightsizing, staffing, bed capacity projections, unit location, therapeutic environment, corporate configuration plans, equipment procurement, building closure, and ensuring patient needs are met in accordance with State and Federal regulations regarding environmental and building standards.
Qualifications For programmatic positions
completion of an undergraduate core program in mental health, developmental disabilities technology, social work, special education, psychology, rehabilitation, or a comparable field; 24 months of experience assessing consumers or residents’ needs and abilities as part of an interdisciplinary team and developing habilitation or treatment plans for persons with mental illness or developmental disability; 12 months of training or experience in federal and state regulations governing care, custody, treatment, programming, and environment of consumers or residents in state facilities; and 6 months of training in budgeting and spending or experience determining budget and spending for an operational unit or program.
For administrative staff positions
completion of an undergraduate core program in business administration or management sciences; 12 months of experience in program and policy development for an operational unit or program, or 12 months of training in budgeting and spending or experience determining budgetary needs for an operational unit or program; and, in addition to the preceding categories, 6 months of training or experience in manpower planning or scheduling personnel for adequate coverage and staff projections, and 3 months of training or experience in employee training and development or writing training materials.
Alternatively, 6 months of experience as a Mental Health Administrator 5, or equivalent minimum class qualifications.
