The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the city towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.
Responsibilities
The DOC has a unique career opportunity for an experienced Executive Director in the Strategic Initiatives Unit. Strategic Initiatives was established to oversee priority operations to support strategic programs, reforms, and measure performance for greater progress and accountability. It also leads large-scale innovative projects, including the Borough-Based Jails (BBJ) project, which involves the design and construction of multiple borough-based jail facilities and transition planning. The Executive Director will play a key leadership role in planning and implementing these initiatives, serving as the primary liaison with the NYC Department of Design and Construction and contracted vendors, ensuring high levels of coordination and policy implementation.
The responsibilities include, but are not limited to:
- Overseeing the construction of four new correctional facilities in Manhattan, Brooklyn, Queens, and the Bronx.
- Leading a team of project managers, coordinators, and specialists.
- Managing large-scale capital construction projects, including design and construction of jail facilities.
- Coordinating with partner agencies, design-build teams, and stakeholders to meet project goals.
- Reviewing and approving complex trade work and systems installations.
- Monitoring project schedules and ensuring timely completion.
- Representing the Department in meetings with contractors, oversight agencies, and community stakeholders.
- Ensuring compliance with standards for care, custody, correction, and supervision.
- Collaborating with city agencies to implement the Borough-Based Jails Program.
- Developing expertise in jail operations and correctional best practices.
- Overseeing site preparation, environmental testing, and infrastructure work.
- Ensuring new facilities support the Department’s goals.
- Performing special projects and other duties as assigned.
Preferred Skills
- Master’s Degree in Project Management, Construction Management, Engineering, Architecture, or related field (plus five years of executive management experience).
- Knowledge of construction procedures, city regulations, permits, and project management software.
- Strong organizational, communication, and leadership skills.
- Experience in correctional facility requirements and large-scale project oversight.
- Minimum eight years of full-time experience in construction or related fields, with at least five years in supervisory roles.
- Additional qualifications include a relevant Master’s or Bachelor’s degree with specified years of experience.
Additional Information

Salary Range
$120,000.00 – $150,000.00
