Opportunity: Business Development & Capture Director
Location: McLean, VA
The ideal Business Development (BD) Executive will have experience in business development, capture management, IDIQ/BPA Task Order Management , with a focus on FedCiv.
Key Responsibilities:
- Lead efforts to pursue and qualify new opportunities within Federal Civilian Agencies, aiming for revenue growth and profitability. Develop strategies, including business and technology solutions, to secure contracts and task orders. Maintain a robust pipeline, identify potential customers, conduct competitive assessments, and develop win strategies.
- Understand the Federal Civilian Agency's organizational structure, technology, and end users to enhance Harmonia's competitive position. Shape opportunities and leverage solutions into new markets. Build and maintain relationships with industry partners, clients, and government customers. Support lifecycle capture management for new and re-compete opportunities.
- Proactively engage with customers to gain insights and influence opportunities. Collaborate with internal teams to achieve growth targets. Maintain accurate records of opportunities and activities. Present business opportunities to senior management. Develop business strategies and support proposal development.
- Stay current on relevant solutions/services. Participate in trade shows and conferences. Develop forecasts and pipeline reports. Educate clients on Harmonia's services.

Minimum Qualifications:
- Bachelor's degree or equivalent experience
- At least 5 years in Business Development and Capture Management
- Experience in government IT markets (digital modernization, Big Data, Cloud, cybersecurity, AI/ML, GIS)
- Knowledge of government procurement processes
- Proficiency with CRM tools like DELTEK GovWIN IQ, Salesforce, or Technomile
- Familiarity with SAM.GOV, USASPENDING.GO, FDPS.GOV, DATA.GOV
Skills and Abilities:
- Proficiency in MS Office Suite
- Strong customer service and communication skills
Additional Requirements:
- Location: Northern VA/DMV area (minimum 3-4 days/week)
- Up to 30% travel as needed
