The Homelessness Prevention Administration (HPA) Prevention and Housing Assistance (PHA) is currently comprised of units such as the Rental Assistance Programs (RAP; The Home Tenant-Based Rental Assistance Program (HOME TBRA), and the Office of Prevention and Community Support (PCS). PHA is expanding to include the newly created Master Lease Unit. The Mayor's Blueprint for Housing and Homelessness called for an expansion of HRA's project-based rental assistance contracts, which can provide savings and create more permanent housing options for New Yorkers experiencing homelessness.
Under the direction of the Deputy Commissioner for Prevention and Housing Assistance, the Executive Director for Prevention and Community Support is responsible for developing the Master Lease and Project-based Program to provide long-term affordable housing options and support services for families and adults living in shelters. This role is vital to the City's housing goals, with HRA pooling resources to lead these efforts.
The Prevention And Housing Assistance (PHA) seeks to appoint an Administrative Director of Social Services M III, functioning as the Executive Director, who will:
- Develop and lead implementation of new master lease acquisition projects, oversee contract management and service coordination, and promote acquisition models among provider networks.
- Negotiate with OMB on Master Lease and Project-based models, oversee program operations including procurement, budgeting, and compliance, and manage program staff across various functions.
- Collaborate with agency support divisions, represent the program’s interests, and ensure compliance with procurement policies and procedures.
- Develop data analysis and quality assurance tools for performance management, prepare reports, and enhance tracking and reporting systems.
- Develop tools and protocols for inspections, provider performance, and contractual oversight, and recommend policies specific to Master Lease and Project-based programs.
Work location: 4 WTC, New York, NY 10007
Hours: Monday – Friday, 9am – 5pm
Minimum Qualifications:
- Baccalaureate degree + 4 years of progressively responsible experience, including 1 year at managerial level, or
- Equivalent education/experience with substitutions as detailed, including a master's degree or licensed clinical social work credentials.
Preferred Skills include management of multiple programs, knowledge of HRA systems, proficiency in various software, leadership skills, policy development, and analytical abilities.
