Jefferson County Drainage District No. 6 is seeking a seasoned, executive-level professional with strong administrative, leadership, and diverse budget management skills, ideally with experience in municipal governance, to run a significant public entity effectively.. The desired start date for this position is August 1, 2025.
About Jefferson County Drainage District No. 6
Established in 1920, Jefferson County Drainage District No. 6 is a vital entity serving Beaumont, Bevil Oaks, China, Nome, and other communities in northern Jefferson County, Texas. The District is responsible for controlling storm and flood waters, draining and reclaiming overflowed lands, and maintaining over 1091 linear miles of streams, ditches, and outfalls. Governed by a 5-member Board of Directors, the District is committed to resilient infrastructure development through a Master Drainage Plan, utilizing channelization and detention techniques, and carrying out daily preventive maintenance activities to protect and improve the environment.
Key Responsibilities
This Person will be a proven leader with a track record of success in progressive leadership positions within highly matrixed environments, particularly in public administration. This role demands exceptional abilities in managing complex projects, fostering key partnerships, and guiding a dedicated team.
Strategic Leadership & Operations:
- Provide strategic leadership and oversight for all District operations, guiding growth and expansion while ensuring fiscal responsibility under the direction of the Board of Directors.
- Direct and coordinate activities of consultants, ensuring alignment with District objectives and regulatory compliance.
- Supervise and develop a large, labor-intensive workforce and management team, fostering a culture of excellence and accountability.
- Oversee and enhance procurement and contracting processes to ensure compliance with state and federal requirements.
- Lead the planning, engineering design, and project management for critical infrastructure initiatives, including flood control, drainage, transportation, and water systems.
- Prepare, direct, and oversee all financial activities, including the development and implementation of annual budgets and the management of long-term investments.
- Lead the District's grant management program, including preparing competitive grant applications for master drainage plans and home elevation projects, and securing funding for capital improvement projects.
- Manage disaster recovery funding and ensure financial compliance for all grant-funded initiatives.
- Report to and advise the 5-member Board of Directors on all District operations, plans, and programs.
- Cultivate and maintain strong collaborative relationships with political officials, local, state, and federal governmental entities, civic and business leaders, property owners, and constituents.
- Coordinate with legal counsel on all land acquisitions and matters pertaining to state and federal legislation and regulations.
- Meet with other governmental agencies to coordinate ideas and projects, fostering regional partnerships for flood mitigation and water resource management.
- Engage with the public to identify drainage needs, address community concerns, and develop positive public relations for the District through periodic talks to civic and service organizations.
- Leverage extensive experience in hydrologic and hydraulic modeling, water resources, drainage, and flood control to guide District projects.
- Direct the planning and organization of grants and financing for flood control projects, ensuring their successful implementation.
- Provide oversight and guidance on all aspects of the Capital Improvement Plan, from conceptualization and feasibility studies to engineering design and construction.
- Possess comprehensive knowledge of the local area and its watersheds, with a strong understanding of flood control and flood planning.
- Bachelor's degree or higher in Civil Engineering or a related field; emphasis will be placed on a Registered Professional Engineer with significant experience in financial management. Equivalent relevant experience may be considered.
- Minimum of 10+ years of progressive leadership experience in a public administration executive position, preferably within water resources, drainage, or flood control.
- Proven track record in developing and implementing annual budgets and managing long-term investments.
- Extensive experience working with Boards of Directors, demonstrating success in reporting, advising, and gaining approval for strategic initiatives.
- Demonstrated experience with both State and Federal Grants, including application, management, and compliance.
- Working knowledge of land acquisition processes and experience collaborating with legal counsel on such matters.
- Expertise in hydrologic and hydraulic modeling and analysis.
- Certifications such as Envision Sustainability Professional and Certified Floodplain Manager are highly desirable.
- Ability to represent the District at public meetings, city council sessions, and with news media.
