TheSeniorDirector ofOffshore Windwillprovide strategic vision and leadership for policyandpoliticsand leadELM andNE4OSW to ensure thatNew Englandharnesses these renewableresources ina timelyandresponsible way.
Job Responsibilities
- Leadstrategicoffshore windadvocacyacrossNew England; leadregular review and refinement of priorities anddirect resources to the most cost effective andhigh-impact opportunities forpolicy and politicalprogress.
- Identifyand pursue emerging opportunities,partnerships,and priorities in offshore wind development,transmissionplanning and cost allocation,communityengagement,andkeyinfrastructure.
- Stay ahead ofpolitical, policy, and market dynamics at the federal, state, and local levels.
- BuildELM andNE4OSW’sstature,reach,reputationand influence. Effectively engage key stakeholdersby servingasa public spokesperson and thought leaderin thepress,onsocial media, andatevents.
- Lead andadvisestrategic communications campaigns in collaboration withthe Offshore Wind Communicationsteam and other communications consultants and resources.
- Collaborate with ELM Policy & Regulatory Affairs Team andELM Action FundPolitical Team toadvanceoffshore windthroughstate-level climate, clean energy, and electoralefforts.
- Evaluate and prioritize opportunities for political and electoral impact in other New England statesand support those efforts when appropriate.
- In partnership with the Development Team,engage with and inspire foundationsand major donors.
- Cultivate,stewardand growfunding relationships.
- Manage and mentorthe CoalitionManager; supportbuildingalignment and consensus among the diverse coalition members across the six New England states—including environmental NGOs, labor, business,EJgroups, and academic institutions
- RepresentELM and NE4OSWin public forums, coalition meetings, and policymaker briefings
- Develop tactical advocacy campaigns, policy recommendations, and legislative strategies to advance offshore wind andtransmissionefforts
Policy& Advocacy
- Design and refine policy proposalsforoffshore windpermitting, transmission, energy storage, and markets
- Adviseanddriveregulatory strategies, in collaboration with ELM’sClean Grid Directorandother key regulatory advocates and stakeholders
- Monitor regulatory and legislative activity; respond rapidly toemergingopportunities and challenges
- Draftcompelling and persuasive advocacy, including sign-on letters and public comment
Leadership & Staff Management
- Leada team of 2+ staff(including Coalition Manager and a to-be-hired Community Engagement Manager)and consultants
- Builda collaborative, mission-driven team culture focused oninnovation,clear strategic priorities, responsiveness, andeffectiveness
Qualifications
Required
- Infectious enthusiasm forthe missions ofELMand NE4OSW
- Deep subject-matterexpertiserelated tooffshore wind
- Strongteamwork, leadership, andmanagement skills; ability to delegate, mentor, and coach to empower a team
- Passion for people and coalition work
- Experience balancing competing priorities and buildingconsensus
- Keen and practiced political instincts
- Exceptional written and verbal communication skills, including ability to develop and deliver presentations to engage key stakeholders and articulate complex ideas clearly, accurately, and concisely
- Collaborative, “all-hands-on-deck” orientation around getting work done
- Commitment to integrating racial justice and equity into ELMand NE4OSW’s work and to ensuring an inclusive organizational culture
Preferred
- Understanding ofNew England states’legislatures, Administrations,and political landscapes
- A deepnetwork of connections related tooffshore wind, solar, transmission,andstoragepolicy, as well as energymarketsandclean energyregulation
- Experience interacting with fundersand preparing grant proposals and reports
Benefits & Compensation
Salary range of $110,000-$130,000,dependingon experience. ELM provides generous paid time off, health and dental insurance, Health Savings Account, and a403(b) retirementplan with organizational match.
This full-time role requires occasional morning and evening commitments outside of the standard 9-5 office hours.This position is based inBoston, MA and will require periodic travel to meet with key stakeholders within New England.ELM supports a hybrid work environment.
