Job Description
Introduction
The Chief Financial Officer/Chief Operating Officer (CFO/COO) will provide fiscal oversight and financial leadership for the Department of Budget and Management (DBM). A member of the agency’s senior leadership team, the CFO/COO will lead DBM’s Division of Finance and Administration, manage DBM’s accounting, budgeting, payroll, purchasing, space utilization and leasing, employee parking, records retention systems, and other operational responsibilities. This role requires a leader with demonstrated success in modernizing financial and operational practices, building relationships across stakeholders, and leading change. This management service position serves at the pleasure of the DBM Secretary, reporting directly to that position, and will manage a staff of approximately three to five employees. The CFO/COO should possess solid knowledge of generally accepted accounting principles and governmental accounting standards and have experience in utilizing financial management software, preferably the State’s Financial Management System (FMIS) and Budget Analysis and Reporting System (BARS). The CFO/COO will also ensure compliance with any relevant state laws, regulations, policies, and procedures. The ideal candidate will have a proven track record of operational excellence and innovation and will continuously seek to identify and implement innovations and business process initiatives to improve department efficiency and performance. The CFO/COO should also demonstrate the ability to strategically manage the workflow of the division, including supervising staff, addressing any performance or conduct issues, and ensuring sufficient staff training. In performing these responsibilities, the CFO/COO will exhibit the ability to collaborate as needed with leadership and staff across DBM, auditors and analysts from the Department of Legislative Services, vendors, and other similar individuals and entities. The ideal candidate will consistently demonstrate outstanding communication and organizational skills, exercise sound judgment, and maintain appropriate confidentiality. The position is located at 45 Calvert Street in Annapolis, Maryland, but may work a hybrid telework schedule with at least 2-3 days per week on-site.

POSITION DUTIES
Proactive and strategic planning, administering, and monitoring the department’s budget, working to ensure that resources are allocated efficiently to support strategic priorities; Overseeing all departmental purchasing, financial transactions, and financial reporting, including indirect oversight of divisional financial performance such as with the Central Collections Unit and the Employee Benefits Division; Ensuring compliance with applicable laws, regulations, policies, and procedures, including, but not limited to, General Accounting Division (GAD) policies and procedures; Identifying, championing, and facilitating innovation and business process improvement initiatives department wide, in collaboration with DBM staff from other units; Planning, organizing, and managing the workflow of the Finance & Administration Division, supervising staff, addressing performance or conduct issues appropriately and timely, and ensuring that staff training needs are met; and Performing all other duties as assigned.
MINIMUM QUALIFICATIONS
Knowledge of generally accepted accounting principles and governmental accounting standards; Expertise in financial management software; At least five years of management experience; Proven success in implementing business process improvement initiatives; Strong leadership and management skills with the ability to implement change; Aptitude for working collaboratively across multiple department divisions; Skill in managing multiple projects simultaneously; Excellent oral and written communication skills; Ability to exercise sound judgment and maintain confidentiality; and Demonstrated ability to work collaboratively with all levels of management, internal and external agencystaff auditors, and vendors.
DESIRED OR PREFERRED QUALIFICATIONS
Bachelor’s Degree Knowledge of the State’s financial management and budgeted software applications, FMIS and BARS.
