April 1, 2026 N/A Position Summary Information Position Purpose This individual will be responsible for the recruitment, selection, training, supervision, and evaluation of the student Resident Assistants and professional staff on both campuses.

Additionally, this role will be responsible for developing and implementing the residential programming model designed to foster community, encourage students to become a contributing member of their environment, and accept a higher degree of responsibility for their actions and an understanding of their role in influencing the larger campus community.

The Director of Housing and Residence Life—Lock Haven and Mansfield will serve in a risk management capacity and act as the top tier point of contact for issues that occur after normal business hours in the halls and apartments on all three Commonwealth Univeristy campuses, including issues involving alcohol, drugs, mental health, roommate conflicts, violence, administrative searches, and assist with problem management in difficult situations.

This will be done by participating in the Administrator on-call rotation.

The individual in this position must be able to both recognize and manage crises and have advanced crisis management skills in order to identify and quickly assess potentially serious issues.

Additionally, the individual must manage the day to day issues that occur on two dynamic residential campuses The Director of Housing and Residence Life—Lock Haven and Mansfield performs the duties of the Executive Director of Housing and Residence Life in the Executive Director’s absence as it relates to students, professional and paraprofessional staff, and crisis management.

Occasional evenings and weekend work may be required.

Home campus will be Mansfield with travel expected.

Three days per week at Mansfield campus and two days per week at Lock Haven campus.

Travel to Bloomsburg campus as needed.

Description of Duties · Establishes and communicates departmental goals and provides operational vision and direction to the department.

Provides advocacy and construct to emerging student trends in higher education, student development theory, institutional best practices, community development, and residential education values and programming to positively impact student success, retention, and learning outside of the classroom. · Represents Housing and Residence Life externally and inter-divisionally related to impact and contributions the department provides to the university mission and student success. · Coordinates and collaborates with numerous departments on the Lock Haven and Mansfield campuses related to student conduct, safety, emergency management, conflict resolution, student onboarding, compliance, student support, and related topics. · Resolves student issues and concerns in a productive and professional manner. · Establishes the overall vision and structure for the development of program efforts and services in the department as they relate to critical University retention efforts for residential students at commonwealth University- Lock Haven and Mansfield. · Responsible for the fiscal management of the Lock Haven and Mansfield campuses’ residential life programmatic budget.

Collaborates with the Executive Director of Housing and Residence Life and the AVP of Auxiliaries on monitoring of facilities maintenance, life cycle replacement projects, and 5-year furnishing replacement programs. · Represents Housing and Residence Life at meetings with appropriate Lock Haven and Mansfield campus offices to resolve student concerns and problems, represents the department on various committees and addresses issues relating to the various areas reporting to Housing and Residence Life. · Ensures high-quality service to students and university community at both Housing and Residence Life offices on the Lock Haven and Mansfield campuses. · Supervises housing assignment operations to ensure a student-centered process that balances meeting students’ needs, students’ wishes, and the fiscal/logistical needs of the department/university. · Collaborates with facilities staff to ensure facilities are safe and well-maintained leading to a positive residential experience.

Staff Selection, Training and Supervision · Supervise a professional team of Assistant Directors of Housing and Residence Life, housing operations, and administrative support (recruit, hire, train, assign work, and evaluate). · Provides indirect supervision to undergraduate Resident Assistants (RAs). · Directs the recruitment, selection, evaluation and initial training processes of the Assistant Directors, Administrative Secretary, and Resident Assistants. · Plans and coordinates continuous staff training for the academic year, including summer.

This training is both foundationally layered and systematically complex, building on an ongoing developmental strategy focused on specific, intentional outcomes in an effort to help staff prepare for the developmental challenges of new and matriculating residential students. · Provides supervisory leadership for the weekly Assistant Director staff meetings. · Designs and implements the undergraduate and professional staff evaluation processes and tracks action plans and outcomes. · Coordinates and monitors all RA selection paperwork to assure compliance, i.e. clearance, financial aid, and payroll paperwork.

Programming · Responsible for the development and implementation of the department’s programming model that is inclusive of our diverse student body and facilitates student’s personal growth. · Responsible for managing the programming budget. · Works with the professional and para-professional staff on collaborative efforts between other departments across campuses including other units in Student Affairs, as well as Academic Affairs. · Responsible for the successful partnership between the Learning Communities and residential communities and works with the First Year Experience staff to provide inclusive training between the Resident Assistants and Learning Community Mentors. · Coordinate collaborative programming efforts by working with other student-facing university offices to ensure student needs are met.

Safety, Crisis Intervention and Risk Management · Remain trained and ready to respond to “Students of Concern”, that could experience the following

mental health crisis, food and/or housing insecurities, eating disorders, sexual assault, or other related concerns that impact a student experience. · Serve as a member of the senior leadership after-hours, risk management team for crisis intervention and support management when issues arise that escalate or where the severity warrant a greater level of expertise. · Assist Graduate Hall Director and Assistant Director staff with situations involving alcohol, drugs, assault, administrative searches, violence, roommate issues, and disgruntled students and family members. · Make sound decisions based for addressing student behaviors and students of concern. · Coordinate all safety measures within the department including safety inspections, fire drills, meningitis compliance and coordinates efforts with University Police, Environmental Hearing and Safety Department, and the Health Center. · Manage student conduct resolution for incidents occurring in the residence halls.

Other Duties · Coordinate all residential reservations. · Maintain a high level of contact hours with staff through visibility and availability. · Serve as a resource for accurate information about university life · Responsible for the coordination of special programs or projects within the department of Housing and Residence Life. · Serve on departmental, divisional, and University committees as assigned. · Perform related duties as assigned or required to fulfill University or departmental goals and objectives.

Decision Making Participates in a shared, risk-management rotation to assist in crisis management and support management.

This person must be able to apply student development principles to broad operational goals while integrating university/divisional/departmental strategic goals.

In addition, they must both recognize developing issues and be able to merge theory into practice for professional staff, para-professional staff and students related to the responsibility and leadership of developing an environment conducive to their psycho-social development.

Coordinates university and local resources in an effort to resolve student concerns and problems.

This individual will be responsible for hiring undergraduate and professional staff on the Lock Haven and Mansfield campuses.

Keyboard skills The Director of Housing and Residence Life—Lock Haven and Mansfield is responsible for all areas that comprise the strategic, operational, educational, and interpersonal development aspects of the Office of Housing and Residence Life at the Lock Haven and Mansfield campuses.

This includes fiscal direction and accountability, residence staff supervision, residential education and programming in a housing system of 2100 undergraduate and graduate students.

The position serves as a professional staff member in the Office of Housing and Residence Life on both the Lock Haven and Mansfield campuses and is responsible for operationalizing the overall vision and direction of the residential program; supporting the mission of the university/student affairs and enhances and contributes to student success and retention.

The Director is responsible for the entirety of the housing program that consists of one traditional residence hall, one apartment complex, and four suite style residence halls over two campuses.

The position will be responsible for the daily leadership of professional staff and in the overall development of safe and secure residential communities that foster educational success, values student advocacy and personal growth which contributes to a student’s overall educational success.

Leadership

Makes emergency and crisis management decisions at the time of incident related to student safety, well-being and procedure compliance.

Is consulted and involved in residential and campus issues related to other key offices and available campus resources.

Coordinates and resolves issues which involve multiple university constituencies across all Commonwealth University campuses.

Will consult and collaborate with senior university leadership by scaling of type and impact of incident.

Makes independent day-to-day decision on housing assignment and accommodations, student conflict resolution, parental inquiries and complaint resolution.

Makes decisions related to residence life personnel needs and programming operations including forecasting and prioritizing needs in consultation with senior university leadership.

Decides amount of resources allocated toward residential experiences, programming, training, and staffing that are sustainable from 100% auxiliary funded budgets.

Makes independent day-to-day decisions related to expenditures.

Retains overall responsibility for all personnel assigned to Housing and Residence Life at Lock Haven and Mansfield and with assistance from direct report personnel as described earlier.
