Performs highly complex auditing work for the Health and Human Services (HHS) agencies as a part of Compliance and Quality Control Division.
Work involves conducting highly advanced desk reviews of single audit reports to assess compliance with the Uniform Guidance, 2 CFR 200, Audit requirements for federal awards, Uniform Grant Management Standards (UGMS), and Texas Grant Management Standards (TxGMS), for state awards.
Evaluates agency grantees and documents compliance with laws, rules, regulations, and policies.
Work is performed in accordance with federal guidelines and division policies and procedures.
Work is performed under limited supervision with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs)
Plans and conducts desk reviews to determine compliance with laws, rules and regulations, and financial accounting standards related to HHS System contractors in order to comply with OMB Uniform Administrative Requirements, Cost Principles, Audit Requirements for Federal Awards (2 CFR 200), and Audit Requirements for State Awards (Texas Grant Management Standards).
Conducts desk reviews in accordance with prescribed project timelines by completing procedure steps, maintaining appropriate documentation, and developing accurate management decision letters.
Ensures the desk review checklist steps are completed and properly documented and assists team with meeting project timelines.
Tests and evaluates compliance, identifies and appropriately reports erroneous and questionable transactions.
Documents results and develops relevant and accurate conclusions.
Prepares and may review audit documentation to ensure compliance with applicable standards, policies, and procedures and that evidence fully supports conclusions.
Proposes recommended changes in policies and operating procedures to comply with federal, state, and HHS agencies rules, and regulations.
Coordinates with grantees and HHS agency representatives regarding Uniform Grant Guidance compliance.
Prepares and monitors status of assigned work, and prepares routine and ad hoc reports, as requested.
Develops and prepares documentation and responses to status requests, special projects, and special requests for assistance.
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Knowledge, Skills and Abilities (KSAs)
Knowledge of OMB Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, 2 CFR 200; Texas Grant Management Standards (TxGMS); Generally Accepted Accounting Principles; applicable rules and regulations; accounting principles, practices methods, and systems; office management principles, practices and administrative procedures.
Skill in analyzing and evaluating audits and financial documentation; in the use of MS Office and electronic audit work paper systems; and in handling multiple projects and in meeting deadlines.
Ability to lead, plan and organize work activities for a team; to prepare concise reports; to identify problems, evaluate alternatives and make sound decisions; to gather and analyze accurate and relevant audit information; to accurately complete and assemble audit working papers; to communicate effectively; to perform research; to sustain interpersonal relationships, including the ability to establish and maintain effective working relationships with various levels of personnel in governmental and contractor entities; to prioritize and organize work to meet deadlines; to work cooperatively in a team environment; to communicate orally and in writing.
Preferred knowledge of health and human services programs.
Registrations, Licensure Requirements or Certifications
N/A Initial Screening Criteria
Bachelor's degree from an accredited college or university with major course work in auditing, or fiscal monitoring experience is preferred.
At least two years full-time experience in auditing, financial analysis, accounting, or compliance review is required.
A master's degree, closely related work experience, or one of the core professional designations
Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Government Financial Manager (CGFM), Certified Government Auditing Professional (CGAP), or Certified Fraud Examiner (CFE) is preferred.
