Head of Legislative & Regulatory Policy (Boston)

Liberty Mutual Group (LMG) is seeking a Head of Legislative and Regulatory Policy to lead the development of insurance and insurance-related regulatory and legislative policy at the state, national, and international levels. This senior government relations leadership role is responsible for monitoring and evaluating regulatory and legislative proposals and developing enterprise-wide public policy positions. The position serves as the enterprise’s primary liaison to the National Association of Insurance Commissioners (NAIC), as well as representing the enterprise in other fora, including state insurance departments, the Federal Insurance Office, and the International Association of Insurance Supervisors (IAIS). The position reports to the Chief Public Affairs Officer.

What You’ll Do:

• Regulatory & Legislative Analysis : Monitor and evaluate impactful insurance regulatory/ legislative proposals, working in close collaboration with relevant Public Affairs colleagues.
• Policy Development : Lead the development of enterprise-wide public policy positions by partnering with Public Affairs colleagues, internal clients, and, when appropriate, external stakeholders to jointly develop and align policy initiatives; draft policy position statements, white papers, and related materials.
• Regulatory Relationship Management : Build and maintain effective, strategic relationships with regulators and regulatory agencies, including serving as LMG’s primary legal contact with the NAIC; coordinate LMG’s participation in all NAIC meetings, organize briefing sessions, and manage external consultants and lobbyists as needed.
• International Engagement : In conjunction with the Chief International Public Affairs Office, support LMG’s engagement with International Association of Insurance Supervisors including through relationship building and internal coordination.
• Strategic Monitoring & Reporting : Identify emerging regulatory and legislative trends and communicate insights and risks to the Public Affairs team, business units, and senior management to inform enterprise-wide strategy.
• Additional Duties : Assume other regulatory or legislative responsibilities as priorities evolve.

Qualifications

• Juris Doctor (JD) degree from an accredited law school and admission to practice law in at least one U.S. jurisdiction.
• Minimum 10 years’ experience in insurance regulation, regulatory law, or related public policy fields, preferably within property and casualty insurance.
• Proven leadership and management experience, with a track record of successfully developing and implementing regulatory and legislative strategies.
• Deep knowledge of U.S. insurance regulatory systems, including state insurance departments, NAIC, and familiarity with international regulatory frameworks such as the IAIS.
• Strong legal analytical skills, with the ability to translate complex regulatory developments into actionable business strategies.
• Exceptional communication, negotiation, and interpersonal skills, with a collaborative approach to working within cross-functional teams.
• Experience managing external consultants, lobbyists, or advocacy groups is a plus.
• Ability to balance independent legal judgment with teamwork and enterprise-wide policy development processes.
