Responsibilities:

1. You will conduct comprehensive analytical studies, surveys, and evaluations of diverse programs, functions of projects; analyze data for gaps in systems and functionality to make improvements; and develop new procedures.
2. You will assist in determining training needs, including academic degree training and developmental programs, and oversee training programs and classes.
3. You will assist the Training Officer in executing, evaluating, coordinating, and overseeing a command-wide training and career development program for scientists, engineers, and support personnel.
4. You will administer the mentor program to enhance career development, recruit employees with high potential, and facilitate the integration of new employees.
5. You will manage training programs to support the career development of NRL employees.
6. You will research training rules and regulations and develop corresponding SOPs and guidance for the Naval Research Laboratory.
7. You will identify vendors to meet training needs and negotiate contracts to ensure quality and cost-effectiveness.
8. You will serve as a resource for management on training resources available through government and non-government facilities.
9. You will develop a cost-effective training delivery system and methodology.
10. You will coordinate with higher echelons, ONR, other government agencies, educational institutions, and industry to utilize resources for training needs.
11. You will oversee the Naval Research Laboratory's training program and classes.
12. You will track and report mandatory and required training activities.
13. You will write guides, SOPs, and newsletter articles.
14. You will develop and implement procedures to improve existing programs.
15. You will analyze data to identify system gaps and recommend improvements.
