Job Description
The Chief Technology Officer (CTO) shall lead a comprehensive technology strategy designed to significantly advance the agency’s ability to deliver our member-centered mission and strategic plan, propelling the agency’s current technological state beyond sustained maintenance of systems and processes to an industry/Market-leading position supported by a cutting-edge state of technology. This role shall own and manage all aspects of the Health Connector’s information technology (IT) functions; responsible for end-to-end development and execution of the Health Connector’s overall technology strategy, IT programs and policies, and enterprise architecture, including continual assessment of system needs; system implementation, monitoring, and improvement; and system operations.
Reports to: Deputy Executive Director
Key Responsibilities Include
- Oversee the research, development, and implementation of innovative technologies to significantly transform and improve the delivery of products, services, and business
- Provide strategic vision and operational leadership for the development and execution of a information technology strategy supporting the successful operations of the Health Connector.
- Monitor emerging technological trends and competitor activity to identify new opportunities for growth and ensure a definitive competitive advantage.
- Serve as the primary point of responsibility for ensuring a secure, compliant, scalable, cost-effective, and flexible technology infrastructure for the Health Connector.
- Lead the agency’s major programs including development and implementation of the Health Connector’s security infrastructure, digital services and cloud policies/strategies, as well as the overall experience of all Health Connector consumers accessing information and services.
- Recommend policies related to technology standards and usage including network designs and usage, service center technology designs and usage, cloud, hosted, and premise-based infrastructure solutions, ensuring solutions meet or exceed the Minimum Acceptable Risk Standards for Exchanges (MARS-e) v2.0, or as updated in the future.
- Lead, operationalize, and drive continual improvement intended to prevent any customer experience or service
- Ensure that implementation of security infrastructure is in alignment with all applicable federal, state, and organizational laws, regulations, and policies.
- Ensure that effective data backup and disaster recovery procedures are in place.
- Ensure effective partnership with other state and federal agencies, vendors, and consultants to benefit the development and implementation of technology systems.
- Perform executive-level supervisory and program administration responsibilities, including
- Staff selection, hiring, development, and performance evaluation (including technical staff)
- Develop and monitor department budgets; assist with budget development for IT
- Effectively manage IT service delivery and acquisition through procurement
- Oversee the management and direction of vendors engaged in network and IT operational support activities to install, upgrade, configure, troubleshoot, monitor, and maintain customer hardware and software, including servers, storage, network, desktop and notebook computers.

Required Experience & Education:
- Bachelor’s degree in computer science, information systems, software engineering or a related field.
- Demonstrated experience in aligning technology strategy with business goals
- Development and execution of long-term business strategies paired with communication plans that energize a compelling vision that aligns and energizes staff.
- Proven success leading enterprise digital transformation initiatives or other large-scale change initiatives involving modernization, leading policy development, and driving IT transformation in dynamic environments
- Expertise in vendor and partner management, leveraging internal and external resources, and building strong customer partnerships and a commitment to excellence in service delivery.
- Experience in public sector strategic planning, budget forecasting, and investment management
- Knowledge of customer experience, journey mapping, and business architecture best practices
- Experience managing annual budgets of at least $15 million
- Experience applying Lean Startup or Agile methodologies in established organizations
- Experience in developing and directing a successful CLOUD services strategy (IaaS, PaaS, SaaS)
- Minimum of 10 years of experience in IT and
- Minimum 10 years of progressive experience in IT strategic planning, IT portfolio management, Enterprise architecture, IT security which must include:
- Minimum 10 years planning or designing transformational enterprise technology initiatives
- Minimum 10 years identifying and deploying new technologies and business processes in large organizations
- Minimum 10 years working on large, cross-functional teams, influencing senior executives and key stakeholders in complex organizational settings
- Minimum 10 years managing managers and budgets
- Demonstrated experience with setting and delivering key metrics like KPIs or OKRs and shaping
Preferred Experience & Education:
- Master’s degree or higher with a focus on business administration, information and technology management or a related field
- Certifications in development, programming, database administration or other related fields.
- Knowledge of public sector enterprise challenges (e.g., centralized vs. distributed models)
- Exceptional verbal and written communication
- Career progression across multiple, increasingly complex technology positions
- All Health Connector employees are required to provide satisfactory proof of eligibility to work in the United States.
- The Health Connector is operating on a hybrid work arrangement with 2 days in the downtown Boston office and 3 days working from home.
- Employee may be requested to work an extended day and weekends to meet deadlines

The Commonwealth Health Insurance Connector Authority (Massachusetts Health Connector) is an independent public authority serving as the Affordable Care Act (ACA)-compliant marketplace for the Commonwealth. The organization is charged with providing subsidized and unsubsidized health insurance to individuals and small employers. The Health Connector also oversees policy development related to health care reform under both state and federal laws, as well as conducting public education and outreach about health care reform and coverage opportunities.
